In 2006, Howell Woltz was kidnapped by federal agents seeking to get him to testify against a North Carolina state official. When he refused to lie, he was tossed around the federal prison system for seven years before finally being released. Today, Woltz seeks support for congress to institute an Office of the Ombudsman in every federal district.
